Who the publication is for -
You must consider who the intended auidence of the publication are. Are they older or younger? What sort of things will they be interested in. The audience will heavily effect what colours, images and styles you use. You must make sure that your work will be interesting for the target auidence. After all, if it is dull to them then it will not be successful.
What is the purpose of the publication -
You need to read the project breif to find out the purpose of the publication. It will clearly state what should be included in the work and what it will be used for. You must ensure that your work includes eveything it asks for.

Why the publication is needed -
Some publications serve to provide infromation. Some serve to attract or advertise a event or product. You must decide on what the purpose of each publication and ensure that the publication meets that purpose. For example if the purpose of the publication is to gather infromation from teenagers then you must ensure that you provide the oppertunity to input the information in a user friendly way.
